Rick currently serves on the County Board. He was elected Vice President of the Board in 2106 and served as President of the Board in 2017. He is uniquely qualified for this important position in public education. Rick Shea has dedicated his entire educational career to helping students succeed, especially those most at-risk.

Background

Prior to retiring as the Special Assistant to the County Superintendent, Rick has served as a Classroom Teacher and Head Teacher for the Juvenile Court Schools. Rick has also served as a Probation Officer for juveniles, working closely with school principals to get these teenagers back on the right track to complete their education.

Rick has also served his community outside of the educational system as Mayor and City Councilmember of Encinitas, and Board Member of Encinitas Fire Protection District, San Dieguito Water District, Cardiff by the Sea Sanitation District, and North County Transit District.

Rick believes that students, parents, taxpayers, and the community, all benefit from every student receiving a 21st Century education, whether preparing for college transfer or to directly enter the workplace. Rick is committed to putting children first, and keeping budget cuts and politics away from the classroom.

The County Board advocates for and works with our local schools to support their efforts to offer top quality education for children. The County Office provides a variety of services including business, curricular, and budget monitoring and approval for the 42 school districts and five community college districts in the county. They support over 700 schools and almost 500,000 students, including the 12,000 children educated annually in the Juvenile Court and Community Schools. In addition, the County Board is the appellate body for expulsions, inter-district transfers, charter schools, and changes from at large to district elections.
